Stacy Livingston

Board Chair · Founder & Executive Director · Marketing & Programs Chair

Stacy Livingston founded Cultura West (formerly Midland Art Crawl) and serves as its Executive Director and Board Chair, growing what began as a quarterly art event into a regional arts-and-culture nonprofit with its own 501(c)(3) status. She is also the founder of Livlen Media and the hyperlocal community brand Midland AF, bringing a marketing and brand-building lens to the organization's growth. She holds a double B.S. in Marketing and Psychology from the University of Utah and spent roughly a decade in international business as a U.S. branch manager for a Belgian consulting agency — experience she now applies to creative placemaking in West Texas.

Adrian Carrasco

Vice Chair & Secretary

Adrian Carrasco is the founder and president of Premier Energy Services, a Permian Basin oilfield production-services company he established in 2016. He serves as Chairman of the Midland Hispanic Chamber of Commerce and was selected as a Midland business owner to testify before a U.S. House Energy & Commerce Committee field hearing on the regional economy. He holds a B.A.S. in Political Science and Government from the University of Texas at San Antonio and an associate's degree from Midland College. On the board he supports governance and recordkeeping as Vice Chair and Secretary.

Roy Geer, CPA

Treasurer · Finance & Governance Chair

Roy Geer is a Texas-licensed certified public accountant who serves as Controller of the J.E. and L.E. Mabee Foundation in Midland — direct, foundation-side financial experience that is rare on a young nonprofit board. His earlier career includes controller and accounting-management roles with Legacy Reserves and Compressor Systems, and he holds a master's degree in accounting from Texas Tech University's Rawls College of Business. As Treasurer and Finance & Governance Chair, he leads financial oversight and stewardship for the organization.

Lael Cordes-Pitts

Director · Finance & Governance Committee

Lael Cordes-Pitts is a nonprofit and philanthropy leader who serves in an executive director role with the philanthropic office of one of Midland's prominent energy families. She holds a B.A. from Texas Lutheran University and a master's in social work from the University of North Carolina at Chapel Hill, with additional training in fundraising management, and she serves as an honorary director of Midland Festival Ballet. She brings development expertise and deep civic ties to the Finance & Governance Committee.

Jose Ortega

Director · Development Chair

Jose Ortega is co-founder and managing partner of FO Permian Partners and an operator-investor with more than fifteen years of experience spanning oil and gas, power, real estate, and technology. His prior roles include ConocoPhillips, and he holds an entrepreneurship credential from Harvard Business School's HBX program. A recognized voice in the region's emerging energy economy, he chairs the Development Committee, leading sponsorship and funder strategy.

Liz Bartlett Culp

Liz Bartlett Culp is a professional fine artist and, since 2019, President of the Midland Arts Association, a nonprofit dedicated to promoting artists in Midland. Her award record includes multiple Best in Show honors across regional juried shows, acceptance into the Oil Painters of America national exhibition, and a 2025 solo exhibition, “The Painted Desert,” at the Museum of the Southwest in Midland. Before painting full time she spent thirty years as a petroleum geologist, including work with Apache Corporation. She brings the working-artist's perspective to the Programs Committee.

Ariel Herrera

Director · Programs Committee

Ariel Herrera is a Midland live-entertainment entrepreneur who co-founded The Tailgate in 2021, building it into the area's leading concert venue — hosting major Texas artists such as Robert Earl Keen and Randy Rogers and roughly fifty events in a single year. In 2026 she and her partners relaunched the brand as Out West Midland at the Horseshoe Arena, a substantially larger venue. Originally from Austin and now rooted in West Texas, she contributes venue relationships and event-production expertise to the Programs Committee.
